内閣官房「新しい資本主義実現本部／新しい資本主義実現会議」が、令和5年5月16日に示した「三位一体の労働市場改革の指針」、および令和5年6月6日に示した「新しい資本主義のグランドデザイン及び実行計画2023改訂版案等」では、「業種・企業を問わず個人が習得したスキルの履歴の可視化を可能とする一助として、デジタル上での資格情報の認証・表示の仕組み（オープンバッジ）の活用の推奨を図る。」ことが表明されました。
